They come down like a ton of bricks on every bit of art or promotional display, but when it comes to security for the boston frickin marathon suddenly they're caught completely flatfooted by actual explosives.
Squashing liberty in the name of security is even more appalling when it fails to actually promote security.

Yeah, 9/11 resulted in many proposals for a method to limit consumer cell phone use while allowing emergency communications, but obviously that system was never fully implemented beyond a few conferences on the subject.AP is reporting that cell service has been shut down throughout Boston to prevent IED triggers by phone. Unfortunately, this seems to be doing an excellent job of hampering communications between firefighters and outside agencies, like the Red Cross and a medical supply shipment that's coming in from NYC.

This is the system they have set up, but they're not giving the code out over the air, probably because anyone can listen in to their scanner feed (like I am). All they really need to do is make it so that all phones are shut off, and a code is created that, when typed into a phone and sent, would enable that phone across the network. That way they don't have to keep lists of official cell phones, they just have to disseminate a code to emergency responders during the crisis, and it will get around fast enough.
