Not really. If it was the IRA, it would be full of rusty nails or broken glass to infect or aggravate the wounds. Ball bearings making it sound more like a Middle Eastern style bomb... bearings give better spread (because you can pack more of them into the bomb) and thus inflict more casualties. They sometimes even coat the bearings in an anti-coagulating agent to prevent the wounds from closing up so quickly. This is as horrible as it sounds.Man, that's some IRA level shit.
