It's not. He's saying it as in "I'm a bad bitch who is too cool for these squares, so there's no pleasing them, so I don't even need to try. They have no REASONABLE objection to me other than my personality, which is a tremendous personality, so their opinions are invalid."
 
No he is blaming others and not accepting critism of himself.

I don't think the constitution thinks it's OK to send federal troops into states that don't want them there, to suppress the population, but I don't see a lot of opposition from the Senate.
