I listened to a debate awhile ago on NPR about where real problem lies, Mexico or the US and it just sounded like it's such a huge flustercluck that no one knows how to fix it.

I'd say that the US is the primary problem (what with demand and our asinine drug laws), while Mexico's structural problems have horrifically exacerbated the secondary symptoms (Mexican cartel leaders living like warlords in Mexico).
