Spiked Facemask - I'm pretty sure this is Penance/Speedball from Marvel comics. Speedball felt guilty about surviving the explosion that started off the events of Civil War, so after he was released (and received his all new PAIN POWERS) he had a suit made with spikes on the inside to fuel his new powers. After Civil War, you basically never saw him, though I think Deadpool once mocked him for turning into a 90's Anti-Hero. I think he's since turned back into Speedball.

Worn Armor - judging by the gear icon on his chest, I'm guessing he's from Gears of War.

Skeleton with an Afro - That's Brook from One Piece. He ate a Devil Fruit that gave him the power to come back to life ONE TIME... but he lost his body after he was killed. So he spent a year looking for it before he found it, by which time it was nothing but bones. Due to the power of the fruit though, he was able to come back anyway... so now he's a skeleton with an Afro (strong roots).

Biohazard Goggles has Kenpachi's hair from Bleach..but..I'm not sure thats who he's supposed to be.

Purple Hair Ruffled Suit is Kamui Gakupo, a Vocaloid.

Orange Hat with a Face is Eruka Frog from Soul Eater.

Sea Captain reminds me of Sheryl Nome from Macross Frontier, but I'm not sure...

All the pics I've seen of Luffy have blue pants and a red vest, not pink pants and a blue vest. Nor have I seen him with a cross on his vest, or wearing any sort of goggles. Are you sure that's Luffy?

Robo-Catgirl - I think that's a stylized Rei Ayanami, carrying a miniaturized Lance of Longinus.
