Yes, its from the dark reign era marvel, and the conversation Spidey was having with wolverine about just saying fuck it, and going in and killing Osbourne, even if it is against everything he beleives in. this is actually them fist bumping over an insult to president Bush, as they are talking about everything, if i remember right.

Having Spiderman and Wolverine insult me would make me feel pretty bad. I'm happy I'll never be a president...
