bug: Blog tags

I just inadvertently found out that i can remove tags that i didn't write from other people's blogs.

Weird. The setting were:

Can Tag Own Blog Entries Yes
Can Tag Others' Blog Entries Yes
Can Delete Tags on Own Blog Entries Yes
Can Create Tags Yes

It doesn't even talk about removing tags on other people's stuff. So I've made the following changes:

Can Tag Own Blog Entries Yes
Can Tag Others' Blog Entries No
Can Delete Tags on Own Blog Entries No
Can Create Tags Yes

So now you can tag your own but nobody else, but you also can't remove any.
