Yes you need to go back to 1984 before you get somebody who BARELY got a majority of the votes as well as a majority of the seats (and to 1958 before it happens again before that). So this is hardly a rare thing, but actually the most common thing to occur. So that's what "majority" government usually means in our country.
As for the issues, I actually like how Geist says the dichotomy of Gun Control records purged for privacy's sake versus this. I like. Now I think BOTH should be purged (the tone of his argument suggests he disagrees), but it's a good point to make to counter such an argument.
