Because handcuffs are expensive and inhibit musicality.
They also inhibit me having to use force on an arrestee if he decides to get drunk-stupid.
No idea, it's completely against regulation to have someone in custody in the cruiser without handcuffs.

Now Ièm really curious what it does stand for. On closer inspection I notice it changes to STA whenever the cruiser stops and back to OPP when it moves.
Sounds plausible...

I guess I should admire how you feel free to admit things I never would.
Wilkinson there sounds like every overly entitled white guy who's ever been busted on DUI. It's always everyone else's fault. Listening to the whole video with him talking enrages me. Every time I miss GD, it's shit like that that makes me happy to be digging through murder files from 1978.
It's OK Charlie, every time I go to Karaoke in China, I'm asked to sing that song too. And I do so beautifully.
