There really aren't as many mods with ME as there are with most games. I'd kill for a mod that really worked that upped the resolution on the outfits. With the exception of the main characters' armors, the clothing textures are so low rez, it's ridiculous.

There's been much debate about this. The short answer is that it won't ever get fixed. According to people from bioware, the way the game files are set up can't easily be accessed by a patch, and adding in those textures would require a patch that replaces the entire cooked content of the game, meaning several gigs in size. There is a workaround that's been used by some mod makers, but it's a pure texture replacement that inserts a new texture into the memory overtop of what's already running, which is a bit of a klunky way of doing things.
And to answer Shego's question: No. It sucks, but there is absolutely no ini edit or console command that can change the appearance of shepherd beyond character creation. ME is also very mod unfriendly, so no luck there. The only mod that works is the one I just mentioned above, which doesn't always work very well. It's called tex-mod, and basically allows you to extract textures from memory of a running game, edit them, and pack them back in. Not user friendly, use at your own risk.
