Not a remaster, just a patch to fix bugs, improve performance, add in the console DLC, and otherwise try to bring the PC port up to snuff.
But yes, IdolNinja was one of the two people originally working on that patch. I think more were added at some point after IdolNinja's cancer diagnosis, and Volition has said they're committed to finishing up the work he started, but I have no idea what the timetable looks like right now, or how good the talent they have working on it are.
