Ok... who own the sands of Cancun?

This is a weird one. So the hotel been pumping sand from the ocean floor to fill their beaches = illegal? but it is ok to pump sand if they built breakwater and get sand from it, it is ok?

I'm totally confuse here. I can see the illegal part of "blocking" sand from forming on other hotel (could be illegal) but pumping sand to your beach? (which the article states that the government did that back in 2005)
 
I think the problem lies with the break water. This hotel is changing the natural process for their own gain. They are also limiting the amount of sand other hotels receive.

Pumping sand will most likely be an issue of not having a license to do so.
 
I'm thinking somone stopped paying thier kick-back to the beach cops.

My favorite quote on this ""This hotel was telling its tourists: 'Come here, I have sand ... the other hotels don't, because I stole it.'""
