20's is summer in most of Canada...and warm. Who wouldn't want to swim when it's 20+ degrees out? People are crazy. When we were in Vegas we decided to drive out to the Grand Canyon, and I guess my dad didn't actually know where it was, cause we drove for like an hour before stopping at a gas station and asking for directions. We were told it was still about 4hours drive away, and it was snowing there. So we didn't go.
(Edit: For clarity, this was in January. Canadians tend to vacation in the winter. But even though it was cold enough to snow at the Grand Canyon, it was still in the 20s in Vegas, so we were all wearing shorts. I also remember having a very difficult time finding a bathing suit so I could go swimming in the hotel pool. Store owners thought we were nuts for wanting to go swimming. And indeed when we switched from our cheap hotel to the Flamingo, the pool there was closed for the season)
