The game is free, but you can pay for upgrades and Notorious status which gives other benefits. I have been playing for about 9 months w/o paying a dime.
Basically, you are a pirate, and the goal is to make money to upgrade your ship, and buy and upgrade your weapons. It's an open-ended game, so there is no winning. You can play anyway you want. You can raid other players to steal their money. You can join fleets and war with other fleets. You can save lost pirates. Attack other pirates. There are scripted missions. You can research shields/weapons/engines to make your stats better. There's gambling, and even a stock market.
