Your NEVER going to get someone to trade a Bill's Hat for anything that isn't quite rare. They have a finite supply, unlike most hats, so their value is only going to go up. Your likely going to have to get your hands on something like a Towering Pillar of Hats.

Also, can't you just buy the Croc hat? I'm pretty sure it's in the Mann Co store.
