Are you talking about the procedures and policies that he didn't follow when he used a non-authorized pepperspray device in a situation that did not call for pepperspray at a range that was well understood to be unsafe?
He broke a ton of rules. I mean....in what world would a cop think it's OK to bring non-authorized weapons?

Why would you change policies in response to someone causing trouble by violating existing policies? They did the right thing. He violate policies, he was terminated. That's all you need.
