Video Card...issues?

A least i think it's my card. I've been noticing my performance issues and Im not sure whats up. For example, In SCII, when I go to options, it claims I have 256MB of video memory (when I really have 1024). This is odd because when I first bought the game it recommended all ultra settings. Its also running now like I should only be running on medium and low settings. I upgraded to the latest catalyst drivers and when that didn't work I rolled back and that didnt work either.

You're sharing 3GB of system RAM for a total of 4GB graphics memory? First thing to do is probably turn that off. 1GB of on-board GDDR should be plenty for you, and not having to access slow shared system memory should help, too.

I'm also reading that disabling it may be impossible, and even if I could, it might make the performance worse, not better. Hrm.

I believe it's something usually adusted/disabled from the ATI driver settings. At least, that's where it was for the X-series (X800, X1900, etc).
