What does these things have in common for me? UTF-8 MIME encoding.

I have a problem that I can't figure out. We have an online education software called Blackboard. When I copy and paste a PLAIN TEXT email from a faculty of their course ID, it won't find them using IE or firefox. It turns out it is "using" default MIME UTF-8. When I change GroupWise to display Text only and change my IE and Firefox to Wester ISO MIME it STILL does it in UTF-8. I been trying to figure out how to fix this.

When you copy direct, you get search errors since UTF-8 inserts some invisible code in it, but when you copy the same text, paste in notepad and copy from notepad to Blackboard, it works (of course it did since it strips the UTF-8 Code) but I can't tell the helpdesk to do this since they process hundreds of ticket a day to copy twice to get the job done?

How do I change default MIME to Western ISO or something else? I try checking Microsoft site and google, but I have no luck and my search fu is weak today.
