Like the thread title says,I cant drag icons when in Windows 7.
Any tips?

This may seem like a stupid question, but is this a new mouse? If not, could it be low on battery power?
I know my Logitec wireless mouse does all sorts of weird stuff right before the battery conks out.

Does the mouse have some sort of 'auto-release' feature? It might not be staying down. Can you select a bunch of text in Notepad by dragging the I-beam cursor?

Check the battery.
Remove the logitech driver (you can reinstall lateer if it has features you like).
Connect the receiver to a different usb port.
Make sure your keyboard is working and that none of the meta keys are stuck (ctrl, alt, windows, option, etc)
Tap the mouse button hard several times to clean the button contact.
If none if that works, and another mouse does work, replace the mouse.

Thanks guys.
Tapping the mouse hard fixed it.But i think it is a indicator that after 3 years of use,it is time to buy a new mouse.

Kati's mouse is starting to do something like that. It will sometimes double-click instead of single-click.
This made gaming difficult. Bought a new $5 mouse, problem solved.
