The chart represents the gravity wells of the various planets and moons. Imagine the wells are a cliff face you have to scale in order to escape that particular planet's gravity.
To answer your questions:
That would be Carl Sagan, just a basic reference, really. It'd be too easy to make that kind of joke. Essentially, yes.
