A judge determines, based off of a number of factors including crime, the charged person, and previous crimes, whether or not they will skip bail.

It may also be that he just hasn't got that far in the system yet, too. This is a web article. That means it could be a) written way too soon for any useful info; and b) not quite accurate in its language.
