Impersonation of an officer requires not merely looking like you are or could be one, but attempting to perform duties or exert the authority of one.
Though I could be wrong, but that's been my understanding. It's why you can dress as an officer at a party, for instance.

According to the letter of Georgia law, under the described circumstances he could be guilty of that. I doubt that I'd arrest him, if he was just holding a sign, however: it's a felony, and I'd rather not stick someone with felony charges for just being a dumbass with some cardboard.
