Smooth Criminal is a damn fine video, but to be fair, it's a section of an entire movie, so I kind of disqualify it.I propose that Smooth Criminal is the best music video. Thriller showed the potential, Smooth Criminal refined it.

That's exactly it. I don't necessarily consider it the greatest because others (such as Smooth Criminal) have come along and refined it, but it was the first one to really show the potential of what a music video can do. Honestly, I love most of the videos listed here, some even more than Thriller, but the truth is, Thriller has had more of an impact on the artform, if you can call it that, of music videos than any other video ever produced.
It's like the Citizen Kane of music videos.
