You're assuming they're taking it as slow as DCU. Who says the third movie won't be Justice League, straight away? Building a complete universe with a dozen movies like DC may seem like a losing move, since they'll always be a few years behind the curve. Not suggesting this is so, but going faster in the build up would allow them to get to "bigger" things sooner - hopefully for them before hero fatigue gets too strong.
My impression from Ma Kent was basically "Ether be the god they want or don't bother trying. You don't owe it to them, only yourself." So this movie might be about Clark having to live up to that symbol instead of just hiding behind it.

I agree with what you said, but I want to add that this is part of my problem with the set up of BVS: Clark hasn't been set up to be the Unending Hope. In Man of Steel he was more reluctant hero than symbol of hope for humanity. There's barely any contrast between the two at this point (besides the various shades of brown and grey).
