This is the first thing the pirates saw when they attmpted to scale the ship:

Why? They have very little to lose and a lot to gain from piracy. You can't put fear into someone when their only other alternative is a slow, painful death from starvation or illness. These people ARE scum, but they don't exactly have any choice if they want to live. It's kill/steal or die.
