I think ??? is probably a female Green Hornet. Green Hornet's the only DC hero I can think of that has similar tools to Batman and wears green.

I think ??? might a'sposed to be Catwoman (I think that's a cat figurine hanging off her waist in the topmost pic)

Also, that is an awesome Sinestache.

I think you're right. I was leaning that direction, but she's got a blue dress when Catwoman is purple and green. You can see that cat figurine better in this pic and I think it's actually the handle to her whip. She's also got little cat ears on her mask.

Catwoman wears purple and green? Since when? I've only ever seen her in a all purple or black leather.

That being said, yeah, it's Catwoman. I think the thing on her waist was the gas gun from the Hornet originally, but in the new pic it's clearly a wipe with a cat handle.
