I was guessing they'd probably have him as part of the Crab with the Golden Claws organization working alongside Allan while both ultimately take orders from Omar Ben Salaad. Too bad, the Bird Brothers where fine one shot villains. But i guess having to tie in Crab and Red Rackham's Treasure they needed to have only one central villain... would have preferred if they where all working for Rastapopoulos instead, and they just showed him as the shadow leader for this one...
