I believe it's set up to put you up against people of equal skill (aka wins/losses) and not cards used. That way it prevents people from trying to get Legendary Rank using only garbage cards (to be matched up against other garbage card decks/new players)

I never could get into modding my own character's looks because you never actually see your character unless you play in third person. Almost all my mods tend to be gameplay or npc related.

I recommend adding the player made DLC Falksaar. A solid 5-10hrs of new gameplay and it's really solid stuff.
