You are right. I didn't count these bundles. They came later after the hardware launch or you had to pay extra for the sets. Of course regional differences could also happen. But in truth I couldn't find informations and wrote what I remembered.

I believe it's not a smart move that Nintendo don't offer it as a free download. But in their history Nintendo sold new hardware only twice with a free game. Tetris with the Gameboy and Wii Sports with the Wii. And Wii Sports was only free outside of japan.
