Never played it myself, but always wanted to. From what I can tell its like a Dungeon Keeper kind of game. Downloading it now.

evil genius is a bloody fantastic game, can't recommend it enough.
Sadly, I bought it recently on Goodoldgames.com, but it won't run on this old laptop, for some reason.
It's a lot like dungeon keeper, but with lots of fantastic bond-esque piss taking. Really great game.

I'm going to put up a full review tonight, but throw up some thoughts right now. It's a good game, but not dungeon keeper good.

It's an excellent game, though it does have a few small issues. The reason it's very similar to dungeon keeper is a couple of the devs from bullfrog (who developed DK1 and 2) ended up working on EG when bullfrog went under.
Same story with Startopia, though I think the follow through was better on startopia. I still love all the DK clones though.
