Sort of. I recently purchased them from a famous web site. Got them all excited as I've heard nothing but good about this program but hadn't yet seen it. Two words prevented me from enjoying them, however.

Or you could make your dvd player region-free (not an endorsement; this site was chosen at random).
It specifically plays the European PAL-formatted discs. I didn't know that when I bought it, but found it out last year and promptly bought Series A & B of QI from amazon.

With torrenting it becomes fuzzier because you are not only downloading but you are simultaneously uploading what you've downloaded to others, who may or may not own it.

VLC media player. If you happen to use your PC as your media center, it will play any and all regions. I have movies from Germany that I can play without messing around with the DVD reader's region settings.
