I'm inclined to agree with this sentiment. It's one thing to make environments and such with a new engine, but to go through and recreate all the quest lines and faction mechanics of Morrowwind would be just insane.
They've released Morrowind in the Oblivion engine, why wouldn't they release it with the Skyrim one?

Technically, it's all just different versions of the same engine (NetImmerse/Gamebryo). There's probably a way to automate the process, and then just take care of glitches.
Edit - Morrowind to Oblivion, I mean.
Since Skyrim uses a different engine, that is partially based on gamebryo, but still heavily altered, it may not be possible to automate the conversion as much.
As an interesting side note, Netimmerse/Gamebryo also is the engine used in DAOC, Warhammer Online, Rift, Bully, Civ IV, Fallout 3 and New Vegas, as well as many others.
