The ending of Ugly Hill was a decision he made because he wanted to take a break from a schedule, wanted to move on to something new, and felt that the story of Ugly Hill had run it's course and he wanted to give it an actual ending.

Let's see Kurtz try that.
 
So uh, I didn't really find any of these funny. The one Shego linked was the closest to laughing I came to. I hope it gets better.

Why would a writer ever end one story/concept/world if it was their intention to keep writing?

Well, I generally don't dig on one-panel strips too much, but those are decent I guess.
