Part of the issue with working with Israel regarding the blockade is that goods 'taken away for inspection' have a nasty habit of vanishing into thin air. A blockade-run at least has a chance of getting its goods to its destination. Also, there had been prior breaches of the blockade (some also performed by Free Gaza) which had resulted in little other than strongly-worded letters from Israel. This was certainly a bit bigger, but they may well have thought they could get away with it without a bunch of commandos going all Rambo on them.
