How much would a simple web design project be? Our improv troupe wants to update the web site (which sucks!) but none of us are any good at it.

Thoughts?

A surprising amount. I've been offered over a hundred bucks to do a "simple" website as you describe, and I'm not even particularly good at web design. My advice is to get yourself a free WYSIWYG editor like Kompozer and take a stab at doing it yourself.

Wordpress is your friend. No brains simple inserting of modules and updating content and sites looks clean for most anyone.

Of course, there are always bad examples but...
