What was this book?

I am trying to remember the name of a book I liked when I was a kid. I want to say juvenile fiction. I know I can google it, but I thought someone here would probably know. It was about a town with a giant, but extremely accurate clock. There was a painting of the clock on the cover with all the exposed internals. The clock was unusual in that it existed in a time when such things were very rare or unheard of, so accurate time was this town's export. I think the protagonist was a kid who helped take care of the clock. That's all I can really remember right now. Ring any bells?

It wasn't an illustrated book. It was a novel. I don't think it was YA, but it may have been. It was definitely more than 46 pages.
