FWIW, I suspect that it isn't a red-tailed hawk. It's likely a red-shouldered hawk.

According to my half remembered watching of an episode of QI (aka the televisual equivalent of Wikipedia) thumbs up meant "kill him" & the thumb held in a closed fist meant "spare him". Thumbs up was meant to represent an unsheathed sword & the closed fist represented a sheathed sword.
