It's not a person doing it, it's an effect applied by a phone app. I've actually used it on pictures of some of the halforumites, and privately sent them the results.
I've noticed it often has problems with facial hair.

I don't know if that's true in the sense that she doesn't resemble her, it was always about the traits that where different between northerners and riverland folk.
