Trump probably thinks they're stupid enough to believe it. He wants them on his side so he can use them to stay in power by force. I don't think they'll fall for it, though.
I find it hard to believe that our troops are dumb enough to fall for this. Surely they're aware that this is a blatant falsehood, and that they've gotten pay raises every year, and that they most certainly did not get a 10% pay raise this year.

Trump is threatening to keep the shutdown going a long time, but then complained about even the CR passed by the House. He has no intention of signing a CR even if given what he wants. This just allows him not to work anymore.

And if Mueller even entertains that notion, it means that this whole thing was a political ploy just as trump maintained all along. Lock him up.
I think it partially depends on if he get's immunity for his kids, too. As delusional as he is, his narcissism won't allow the 'Trump' brand going away.
I think you give him more credit than I do. I don't think he cares about legacy in the same way we would.
