Right now, 3 democrat-held house seats are empty because of deaths that occurred within the last 3 months. If the Democrat party wasn't fighting tooth and nail against passing the torch, this bill would have failed.
 
Anonymous voting in the House, as in some countries, most definitely has its own set of issues... But it's also in many ways great for moving power from the executive to the legislative branch.

Also, it's Minnesota. The act of baring one's breasts in public should be self-limiting, given MN's climate.
