Yeah, that's how I should have phrased it, sorry. The bill makes no provision for checking on whether somebody is illegal or not. Up here in Ontariostan, the government issues a "Health Card" to each resident of the province. It's a little driver's licence sized card that we present when we see a doctor or go to the hospital.
