It still is. But a lot of the changes are still new and haven't actually passed one of the toughest hurdles yet: surviving through a Conservative federal government.
As Frankie said, our current Prime Minister isn't gay-rights friendly. However, he has yet to win a majority government and thus hasn't had the power to confidently overturn the changes related to this issue. When he first gained power he made a half-assed attempt to overturn the gay marriage laws, but as an open vote (party members didn't have to toe the party line) and with every other party in Parliament supporting gay marriage the motion didn't have a chance; so it seemed to me like it was really just the Conservatives putting the issue behind them so they could move on and never bother addressing it again.
However, we won't really know what'll happen until the Conservatives win a majority, and maybe not until they win a second either.

I'm not sure about that second part. In the original news story I read, they didn't seem that attention hungry.
If I ran across that sort of racism, especially in a position like justice of the peace, I'd want to make sure it gets attention too.
If the justice of the peace was being honest when he said he would refer interracial couples to someone who would marry them then it makes me wonder why the couple just didn't report him then take his advice.
Yes the man is racist. Yes it's against the law to deny someone a marriage license because of who they choose to marry (with the exception of those bullshit same sex clauses). And I'm glad he resigned.
But if this ever happens to you... inform the authorities, have them deal with it, and don't get in front of a news team and cry about how horrible the whole ordeal was for you.

Because nothing would have happened if there wasn't an outrage over it. He'd still be judging, refusing marriages based on that bias.
