Bizarro is a Superman villain whose chief gimmick is that he's basically an inverted Superman. Whereas Superman is on the straight and narrow, Bizarro is demented. He's not much to look at.
A wiki is a type of website that anyone is allowed to edit. Many of them have a set of community guidelines that are enforced to keep the information as accurate and professional looking as possible. However, edits have to be reviewed before getting erased, so it's possible for somebody to edit a page to have intentionally false or extremely silly information on them for a short while. Occasionally, somebody will feel that the edit was witty enough to merit saving a screenshot of the site and sharing it over the internet.
Basically, a person on the internet felt that Tommy Wiseau had enough physical similarities to Bizarro to merit editing Bizarro's wiki page to include him. Somebody, likely the person who did the edit, felt this entry was clever enough to incite raucous laughter in those who view it, so they saved a screenshot of the page and shared it.
