It looks to be one of those dingy restrooms in the back of a small bar and grille. My guess is the bench is for whoever is holding back the hair of the lush-of-the-night who's "calling Ralph on the big porcelain throne," so they don't have to bang up their knees and can sit with a modicum of comfort.
I didn't either, I read it in my voice doing a hilariously terrible Morgan Freeman impression.
