I might be wrong about the timing, but I thought Tim Tom and Kevin didn't become the Pupa Twins (as in, were still "Murderous Moppets") until after 21 took a level in badass. It's been a while though, so like I said, I might be mistaken.

They suited up in Season 3, then 24 died and and 21 levelled up in Season 4.
