Yes, I agree. If a student walks up to you out of the blue, sticks their hand in your face, and makes the shooting gun motion that is a threat. Since this student didn't do ANYTHING close to that, save for the shooting motion, I think your point is more than a little moot.
Look at it from the adult's point of view. A teenager walks up to you and points their finger in your face and makes the gun motion. That would be considered a threat anywhere.So you are saying the administration was right? Really?
