Judging from the Chevy Chase voicemails and just observation of the show, Dan Harmon is responsible for the completely forced love-square that is Jeff, Britta, Annie, Troy that seems way too forced and out of left field in regards to Britta/Troy. He's way too attached to his characters and his idea of where the show should head instead of how the characters are developing.
