Of course, then I have to figure out the program, and use a photo that isn't NIGHTMARE TEETH.

This app seems much more advanced as far as faces go. I made that Lucille Ball image using the same TEETH pic as the other ones.
The downside is it doesn't do replacement of the entire head, just face swaps.
You can provide your own gif or it has a built-in search on tenor, kind of like the desktop version of this forum has a dedicated button for searching gifs.
Almost all of the gifs I used I found inside the app itself by searching for keywords such as Billy Joel or redhead or Spaceballs.
It has built in clips to choose from. I didn't see a moulin rouge clip.
Edit: but they do have iggy izalea
