I think they take the 5 categories and average them. So since Tennessee's number is low, they are more corrupt. I still have trouble believing that Illinois is so far down on the list - or DC. These places are terrible for corruption.

Reading the criteria, they're going by number of CONVICTIONS/ARRESTS in each category... which leads me to two conclusions -
Damn PA is #8 in terms of least corrupt? Oh well, good to see Philly mayors getting pointed out for the scumbags they are.

So I guess Illinois is just good at it.

I also don't think individuals that partake in white collar crime should be considered corruption. To me corruption is more along the lines of public officials engaged in criminal acts. When it is the private sector it is just Crime.

It's pretty much common knowledge that WV has been turned into the private domain of Don Blankenship. There are a few voices shouting into the wind, but he's basically said he's too fucking rich for anyone to stop him. And he's mostly right.
How that doesn't rank us higher is beyond me. The criteria is crap.

Well, not by the criteria of the article. You need a good law enforcement community to prove corruption.
