"To make the white community happy"? Moroccan and Turkish people around here can be horribly racist to one another (I don't think a "white" person can get away with charging people extra in their restaurant because of the wrong nationality these days
), but I sincerely doubt making the "white" people happy has anything to do with it.
It's the poorest people who tend to be most judgmental and discriminating, because they have the most reason to look for "others" to blame misfortune on; combined with the lowest amount of education and most easily swayed by "arguments" that aren't, really*. Also, historical reasons.
*Poorest *in a community*. All things in comparison.
People in Congo are poorer than poor people in Belgium but
are still happier and so on, but that's because they don't feel poor in the strictest sense of the word.
